ANALYSIS OF WATER RIGHTS PRICES IN NEW MEXICO'S LOWER RIO GRANDE BASIN by Susan Rich, last updated: Feb 02, 2011 03:03 PM
WRRI Technical Completion Report 356 ABSTRACT - The transfer of water rights is an important institution used to stretch available water supplies to meet growing water demands. In the Lower Rio Grande Basin (LRGB), it is used to support sustained population and economic growth. Potential sellers are unsure of what price to charge for water rights, while buyers are unsure of what price to pay. This lack of information on water right prices creates an uncertain and unpredictable market, which jeopardizes the future of water rights to meet growing demands. Improved understanding of the economic forces influencing water rights prices will help buyers and sellers, adding vital information to support continued economic development of the region. Starting in the LRGB, this project has assembled actual verified water rights market data into a database that can be used to characterize the price of water rights. The database includes data from 1980 to 2007.

The U.S. Army Corps of Engineers and Bureau of Reclamation have published a report, "Addressing Climate Change in Long-Term Water Resources Planning and Management: User Needs for Improving Tools and Information," that identifies the needs of local, state, and federal water management agencies for climate change information and tools to support long-term planning. The report seeks to focus research and technology efforts to address information and tools needed for longer-term water resources planning and management. It found there were gaps in the information and tools to help water managers in how to use climate change information to make decisions, how to assess the responses of natural systems to climate change, and how to communicate the results and uncertainties of climate change assessments to decision-makers.

The New Mexico Environment Department will be offering a Climate Master™ class in Santa Fe from February 3 through April 14, 2011. The Climate Master™ program is an 11-week free series of classes focused on climate change and what you can do to reduce your greenhouse gas emissions in your daily life. Class topics include Climate Change, Home Energy, Water, Transportation, Green Building, Renewable Energy, Yards, Consumption and Waste, Food, Sustainable Behavior, and Climate Change Communication. Local experts in these fields will discuss these topics, climate change, and how to reduce your greenhouse gas emissions. Climate Master™ is modeled after the Master Gardener program. This program is a two-part educational effort, in which community members are provided 30 hours of training and in return they “pay back” the program through 30 hours of volunteer service in the year following the training. On average, students who take the class can reduce their own personal emissions by approximately 2 tons per year. Individual action is critical because individuals are the end users of most energy production via home heating and cooling, appliances, food, travel, and disposable products. Climate Master™ will provide training, specific tools and methods that will enable you to join others in making a difference. Registration is required. The deadline to register is February 1, 2011
