CWA 319 Grant RFPs

In two requests for proposals (RFPs), the New Mexico Environment Department (NMED), Surface Water Quality Bureau is requesting proposals from federal, state, and local agencies, non-profit organizations, for-profit organizations, and individuals for watershed-based planning projects and on-the-ground implementation projects in the watersheds of priority impaired stream reaches to produce measurable improvements in water quality.

Projects identified through these RFPs must address specific eligible impaired waters identified in the RFP Appendix E. Watershed-based planning projects must include the planning elements identified in the U.S. Environmental Protection Agency Nonpoint Source Program and Grants Guidelines for States and Territories (Fed. Reg., October 23, 2003 http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=2003_register&docid=fr23oc03-39.pdf). On-the-ground projects must be described in watershed-based plans or equivalent documents that meet the requirements of these Guidelines. A separate response is required for each RFP.

A complete copy of each RFP can be requested from the Procurement Manager or downloaded from the NMED web site at http://www.nmenv.state.nm.us/NMED/RFP/. The deadline is 3:00 PM, MDT on April 15, 2010. Proposals received after the deadline will not be considered for funding.

All inquiries regarding these RFPs should be made to: Abraham Franklin, Watershed Protection Section, Surface Water Quality Bureau, NMED, Telephone: 505-827-2793. Fax: 505-827-0160. E-mail address: abraham.franklin@state.nm.us.

One significant difference this year is that the General Services Department is handling some aspects of the procurement.  Note that proposals are due to a different address than usual.
