Building on recommendations that resulted from the 2012 NM WRRI annual water conference, Hard Choices: Adapting Policy and Management to Water Scarcity, this year’s conference will take another step toward adapting to the ongoing drought, a situation many consider “the new reality.” Decades of relative water abundance in New Mexico and the region, coupled with large population growth and increased consumption, have led to a crisis point for our water supply. Each speaker at the conference, New Water Realities: Proposals for Meaningful Change, will bring to the table at least one proposal or strategy for addressing the impact of water scarcity in our state.
Request for Quotes: Federal Clean Water Act Section 604 (b) Water Quality Management Planning 2013
Quotes due October 4, 2013. The Surface Water Quality Bureau (Bureau or SWQB) of the New Mexico Environment Department (NMED) requests quotes from regional public comprehensive planning organizations to conduct water quality management planning as defined under sections 205(j) and 303(e) of the Clean Water Act (CWA). These funds are made available through an RFQ as, given the duration and amount of an award, this is the appropriate approach through the State of New Mexico Procurement Code. In response to this RFQ NMED seeks detailed quotes (i.e. proposals) to conduct water quality management planning. While all quotes focused on water quality management planning are welcomed, those which will fund activities that clearly address the State’s water quality goals to preserve, protect and improve the water quality in New Mexico are likely to be rated highest. In this respect NMED encourages quotes focused on Total Maximum Daily Loads (TMDLs), Use Attainability Analysis (UAA) or other water quality management planning activities that will directly address identified water quality impairments but do not overlap with development of watershed based plans that are eligible for funding through NMED’s 319(h) program.

2012 Western Wildland Urban Interface Grants - proposals due 8/12/11
The New Mexico Energy, Minerals and Natural Resources Department (EMNRD), Forestry Division (Division) is issuing a Request for Applications for the implementation of the 2012 Western Wildland Urban Interface Grant program that will reduce the fire threat to New Mexico’s communities. The Division is soliciting Applications from counties, municipalities, soil and water conservation districts, and tribes that are surrounded by hazardous forest fuels, which pose a threat in the event of a wildland fire.

Job Announcement: District Forester (DEADLINE 08/07/12)
This position functions as the Field Manager (District Forester) for the Capitan District of the Energy Minerals and Natural Resources Department (EMNRD)- Forestry Division. The District is comprised of 8,591,874 acres of private, non-federal and non-municipal lands in Otero, Lincoln, Chaves, DeBaca, Roosevelt, Lea and Eddy counties. The position supervises the implementation of all forestry programs to include the Smokey Bear Historical Park, fire management, forest and watershed health management, timber harvesting regulations, service forestry and all administrative activities on the district. The position participates with other groups and agencies with similar objectives and authorities to allocate resources across jurisdictional boundaries to achieve forest and watershed health and communities that are more defensible from wildland fire and insect and disease epidemics. The position is also responsible for maintaining compliance with governmental standards and business philosophies such as department and division policies, the state procurement code, contract management, supervision and federal codes relating to the delivery of federal programs.

The 2008 Farm Bill set into motion a landmark endeavor for all U.S. states and Pacific Islands to complete assessments of the forests within their boundaries and to develop strategies to address identified threats and opportunities. Karuk Tribe: Integrating Traditional Ecological Knowledge within Natural Resource Management
In 2010, the Karuk Tribe released a draft Eco-Cultural Resources Management Plan to create a long-term adaptation strategy for the protection, enhancement and utilization of cultural and natural resources. The Eco-Cultural Resources Management Plan establishes a framework for considering a wide range of human and environmental stressors to the Karuk Tribe, including climate change.
