Pre-Recruitment Notice

The New Mexico Environment Department, Surface Water Quality Bureau anticipate advertising two positions soon: Standards, Planning and Reporting Team Manager, and Point Source Regulation Program Manager.

The New Mexico Environment Department (NMED) Surface Water Quality Bureau (SWQB) will be advertising one vacant Engineer Specialist, All Other–A (#12203) position in the Monitoring, Assessment and Standards Section soon.  
 
This position serves as the Water Quality Standards (WQS) Coordinator and Standards, Planning and Reporting Team Manager.  WQS are a cornerstone of all of the Bureau’s Programs.  Both the federal Clean Water Act and the State Water Quality Act require the creation and maintenance of “Water Quality Standards” that serve to define water quality goals, surface water pollution and certain policies addressing pollution prevention.  Federal law requires the WQS to be opened in entirety to public review and comment through public hearing on a triennial basis.  Triennial reviews often include program changes mandated by either new federal program directions mandated by changing science or administrative directions that can be complex both legally and scientifically as well as publicly controversial.  The WQS coordinator must direct the work of a team of staff and work with all sections of the Bureau and be able to adjust water quality standards as new information or policies are developed.  The coordinator also works interactively with the Water Quality Control Commission, stakeholders (e.g., permittees affected by the WQS), other agencies (especially the USEPA) and the public.  Other responsibilities of the Team include development of implementation guidance documents for the Bureau including the Water Quality Management Plan and Continuing Planning Process (WQMP/CPP), Quality Management Plan (QMP) and Quality Assurance Project Plan (QAPP); ensure that the Bureau's activities are properly and completely disseminated through the website.
 
The salary range for this position is typically $28.76 (midpoint) to $36.80 (max) per hour depending on job duties and experience.

ADMINISTRATIVE/OPERATIONS MANAGER I – ENVIRONMENAL SCIENCE
POINT SOURCE REGULATION PROGRAM MANAGER
SURFACE WATER QUALITY BUREAU
NEW MEXICO ENVIRONMENT DEPARTMENT
 
 
The New Mexico Environment Department (NMED) Surface Water Quality Bureau (SWQB) anticipates advertising the vacant Administrative/Operations  Manager I - Environmental Science position (#12111) that serves as the Point Source Regulation Program Manager soon.
 
This position is responsible for implementation of the Department’s Point Source Regulation Program derived from the federal Clean Water Act, and for meeting all program goals and objectives, in concert with the Department Strategic Plan and controlling federal and state laws and regulations.  The position involves direct supervision, including performance evaluation and recommendation or hiring and discipline, of four program staff (including one subordinate supervisor), and is responsible for Compliance Evaluation Inspections and the protocols and procedures used to accomplish them.  The position also serves as the agency’s primary liaison with EPA concerning NPDES permits and certification issues, develops budget requirements for program implementation with respect to state appropriations and EPA grants, and spearheads all surface water related enforcement actions against entities failing to comply with state Water Quality Act.
 
The salary range for this position is typically $32.70 (midpoint) to $41.85 (max) per hour depending on job duties and experience.
